To use SIP Address Sync only, use a Condition to check whether a user is already active (Example: msRTCSIP-UserEnabled = true). This would ensure that the Rule would never apply to users who are not active.
To "allow" all pools and therefore prevent any moves, a list of all existing registrars must be entered.
