Sweeper Rules are applied only to users which are no longer in-scope for Provisioning Solutions. The Sweeper Rules act to clean up users that are no longer found in the system for a period of time. The primary role of the Sweeper Rule, is to reclaim and revoke Phone Numbers assigned to users that have left the system.
