The phone number is in a holding state whilst the only phone number allocation associated with it is in tombstone state. Phone number allocations are revoked from an assignment and transitioned to a tombstone state. Phone number allocations in the tombstone state expire or can be manually deleted. Multiple tombstones for the same number are possible.
