When a scenario is being validated (example: a scenario has been created or a new site is transitioning to Skype for Business), failures will probably occur. These failures are not true failures and do not impact any end users (example: configuration issues). To prevent these failures affecting the overall Service Availability, the scenario may be placed into quarantine. While the scenario is in quarantine, it is running, but any failures from the scenario while in quarantine do not impact the overall Service Availability.
